Task:

Presence detection of RFID-tags (or other metal containing labels) on the carrier foil (or other non metallic surfaces) at a short sensor object distance of a few millimeters.

Solution:

The RFID-tag antenna and the chip contains metal, therefore a possible solution could be an inductive sensor of a suitable size according to the tag size, please see picture below with 2 example sensors:
