If you want to detect ultra small dark colored SMD parts on a bright surface by using fiber, we can recommend the following setup:

Devices: fiber amplifier 6076723 WLL80P-22T6Y1DZA71Z1Z1 (Standalone, IO-Link version) with 5313023 LL3-DK21 proximity fiber and 5334039 LL3-DA08 tip adaptor lens.
The lens help to generate a very tiny and sharp focused light spot.
Our used SMD part hard a size of 1,0 (length)x0,5(width)x0,3 (height) mm. Also smaller parts should work.
A well guided part is mandatory.
The setting can be done on the device itself or by using for e.g. our sensor parametration tool SOPAS ET and should make the received light value on the white background to ~5000dig. In this case, it is ~6750dig.
When moving the spot on the SMD part, it dropped to ~1100dig.
Please avoid saturation and make sure that there is at least ~1000dig difference between object and background.
A reliable switching was achieved.
We also made some tests when the focus is a bit off with success.
But as soon as the lightspot becomes too big, a proper differentiation between object and background was not possible anymore.

Also displacement sensors like OD2000, OD Mini, OD5000 can solve such applications.
