Yes, there are still older SDD file versions than V2.3 for the PGT-08-S available.

Those old SDD files are necessary if e. g. a customer has made an old backup file from an old encoder that he has programmed with the PGT-08-S or the customer has an programmable encoder with an older firmware version.
